I believe Sound Exchange is the single "official" collector of this 
tax. Negotiating with individual performers would be a record-keeping 
nightmare.

I don't believe there can be any case made that radio hasn't/doesn't 
sell music. I'm not sure how you'd determine if radio reduces sales. 
Sales are reduced by second-rate talent and theft. Why blame stations 
for illegal downloads or copying?
