1. Non-commercial and reserved band stations can use translators in  
the commercial (92-108) band. The only restriction is that they cannot  
be fed by satellite (as is permitted for translators operating in the  
reserved band).

2. As noted, minor changes, which can be done at any time, include  
changes in frequency to adjacent or if beat channels, and changes in  
location so long as the 60 dub contour serves some portion of the  
present city of license. Theoretically, a translator operating in the  
reserved band on 91.5~91.9 could move to an adjacent channel in the  
non-reserved band, or to an IF beat channel (e.g.: 91.5 >> 102.1.

3. Most of the STA's granted for translating AM stations seem to  
involve existing translators formerly used for co-owned FM stations.  
One could presumably buy a translator for this purpose, gambling that  
the FCC will approve such a service shortly.
