I know of a Northwest Texas AM station that applied for translators under
the guise of an STA.

They show up in the Database as a Class A Applicaiton with the same call
letters as the AM/FM Combo.

The translators werne't filed for during a window, but under an STA. They
still sit there as AN APP but I have no idea if they were granted, as
FCCINFO.com shows an STA as an APP forever.

Is that legal? Has an AM ever been granted an FM translator by simply
applying for whjat frequency and power level they want and submitting the
encessary paperwork?

Keep in mind, in rural areas, like NW Texas, parts of the plains and some
sotuerhn states, there's plenty of room for translators.
