Probably ONLY the Engineering Dept.  and maybe SOME other Broadcast-people 
would think that. Seriously.

When the average John or Jane Doe hears the words, "Technical difficulty", 
they think, "Oh well, sumthin's busted. They better call the repairman!"

Remember: to *most* of them, an "Engineer" is the guy with the funny hat who 
drives trains.
