It sounds to me that (unlike the USA) Canada has used the expanded band in an
efficient way...

A check of FCC records shows that Montreal has 1610, 1650 and 1690
assigned to it, all at 1 kW ND-U.
In the U.S., such station are usually 10/1 ND-U, although a few have
applied for DAs and/or for more than 10 kW days and/or more than 1 kW
nights.
In the case of the Montreal stations, sticks of 45 degrees (250 mV/m/
kW at 1 km) are specified.
In the U.S. the minimum is the same as the minimum for Class B, 281
mV/m/kW at 1 km.
