[BC] Canadian Expanded Band station tes ting (1690 CJLO)

I was just tuning around the top end of the AM dial and was shocked to hear
an airy instrumental of a '60s pop song -- the hallmark of a classic
Beautiful Music / Easy Listening format, on 1690 kHz.  At first I thought
maybe WPTX down in Lexington Park, MD had revived their "Legends 1690"
format, but then came the announcement in English: the station is actually
CJLO from Montreal, Quebec, Canada, conducting "test" broadcasts and
claiming that the station will be "on the air soon" (presumably referring
to CJLO's real format, since the transmitter is obviously already on the
air).

A quick web search reveals that CJLO will be an "Underground Radio" Indie
music station run by Concordia University.  Various forum posts report that
the transmitter power on 1690 kHz is 1000 watts.
