Well....think about this.

The gear today is SO sophisticated that precision operational condition is
a must.  Performing those types of repairs and cal. services in the field
will be tricky at best even with the right service gear.  For consistency,
sending "defective" equipment back to a depot equipped the right jigs and
cal standards makes more sense not only from a consistent performance stand
point, but confidence by those who put their lives in that equipment's
"hands".  I for one will not get into an aircraft if I have ANY doubt as to
it's airworthiness.

Keep in mind, the depot could be operated by the military, a contractor, or
a joint venture between both due to security issues.
