A very easily understood mistake-- when we are in the midst of a
crisis, the details of the response often become muddled. In this
case, the FCC didn't need to step in-- everyone, sadly, had been
through these sorts of tragic events and they all got together and
did the right thing.
If your library has the Historical New York Times database, you can
look back to the mid 40s when FDR suddenly died, and you'll see how
stations all decided to remove all commercials, play only somber
religious music, etc. The entire country went into mourning-- even
his political enemies shut up for a few days.
