Well, here I am! I'm surprised you even had to ask that question! ;)
I am in 1,000% agreement with you. I spent more time than I'd care to
remember, reporting a local and repeated scofflaw to the FCC for signing-on at (or
near) full day power at 6am, through the winter months. They were doing this
year after year with impunity. Many times, their staff would override the
automation when it reduced power at legal sunset, bringing it back up to full.
Wilful, deliberate, and repeated. That SHOULD be good for some fines. By the time I
was "downsized", that station had been showing compliance for almost a year. I
don't know if they're going to continue, but I hope they do!
Naturally, you have to keep YOUR station absolutely squeaky-clean! Make sure
that the Public File is in order, sign-off/on, power/pattern, etc, etc.
because you can be sure they will attempt to retaliate, somehow.
If you can PROVE it's them harrassing you & your staff, press charges.
