 While I agree with you in principal, the Commission made it quite clear
 some years ago, when they made the licensee, and ONLY the licensee
 responsible for compliance.
 The "we have no regard for the rule" attitude may not have started with
 the "no controlling legal authority" comments, belying an attitude, but
 it is true that there is little, if any, responsibility.

 Be careful what you wish for.
