I don't know where you saw this, but that is not how M$ service packs for the NT-kernel OS's work, now or ever.  They're always cumulative...including the previous versions for the same OS.

No one with an ounce of sense wants to be an early adopter of a service pack.  Let others blow up their apps and drivers.  Especially in a business environment, that's not the sort of chance a smart IT person takes.
