We decided to make a paper filing.  With 90 some electronic 
filings (many against broadcasters and saying the same 
thing), I think there's a better chance of getting read with 
paper filing.

If you file paper, it's the original and four copies that 
they want.  (To the Secretary if US mail)(other address for 
other delivery methods)

If you are still creating your response, use any 
concepts/thoughts expressed in ours.  The pdf is linked here
