Solar panels are protected only to the degree of the existing tree
lines.
It's the Class A/Class B issue all over again.
If I have existing, grown trees, those are Class A, and anyone else's
new solar panels are Class Bs.
A Class A doesn't have to protect any Class B, as long as the Class A
maintains its pattern/efficiency as before.
(WLAC and KIRO not withstanding).
