[BC] Free Orban Loudness Meter for Windows now available

Works fine here on Vista Business, the PC is an Intel CPU running at 1.6GHz
with 2GB RAM. A Dell Vostro 200, bog standard.

It crashes with my Sempron too. Using WP Pro with 1 Gb memory. M Audio Delta
AP 192 sound card.
