The reviews I've seen of the Zenith are pretty good. No, it doesn't offer pass
through.

The converters work two ways. First, there is a modulated RF output that you
can connect to a TV antenna input. It's unclear whether stereo audio is RF
modulated. Second, there are composite video output and stereo audio outputs
to attach to TVs and/or VCRs that have these inputs.

These are the only outputs allowed in the 'coupon approved' units.

Prices seem to be around 50 dollars.

Problem:
(a) Finding best compatible HDTV "Box" for older TV without any auxiliary
in/out connections.
(b) Limited funding. (New HDTV/DVD prices exceed funding.
