[BC] Free Orban Loudness Meter for Windows now available

Nice, thank you! Working fine over here, but the sound card has to be
able to route it's wave output to recording if you want to measure
what you playback on your PC.

Like I said on the other board, I'm sure that with all the research on
short and long term loudness lately it will be useful tool for
experiments.
