[BC] Free Orban Loudness Meter for Windows now available

Very interesting... It installed and runs well on my laptop, with a 1.4
gHz Intel Celeron CPU. But, it installed but won't run on my desktop,
which has a 1.4 gHz AMD Sempron CPU. The system reports that the CPU
only runs at 902 mHz--could that be the problem, or did AMD not
implement SSE2 on the Semprons?
