Converters can be quite variable in their performance.

The very worst have an incredibly low power factor, often as low as  
0.2. I have even seen 0.18.

The very best have an almost perfect power factor, very close to 1.0.

One can over-compensate, and have the P.F. fall, after reaching 1.0.

So, the best approach is to slightly under-compensate the converter,  
perhaps achieving 0.8, but not so much P.F. capacitance that 1.0 is  
achieved, as when there is a lower load, the converter will become  
over-compensated, and the P.F. will go down again.

So, best to stay slightly under-compensated, on the inductive  
(lagging) side.
