Of course the "FCC" is wrong, but it is a warning
that applications sent by agencies (headhunters)
will not be accepted. In other words, they will not
pay a finders fee.

Companys that discriminate against headhunters
often write, "Due to EOC Regulations...." Equal
Opportunity Commission.
