[BC] FCC Rules About Applying for a Job?

 There is no such rule.
 There *may* be a policy at that station of restricting applicants
 in ways that will fit neatly into EEO reporting requirements to make
 their life easier, but there is certainly no rule.

 If you stumbled across it yourself, what do you put for the
 "organization that referred you" ??
