Not sure of the actual rule or wording, I suppose it's for what they 
call the EEO statement for the station's public file.
For instance, the company I work for publishes there's online, 
http://www.grockradio.com/station/eeo2008.pdf
attached to one of the public website pages 
http://www.grockradio.com/station/employment.php (bottom right where it 
says "compliance info".

I know they have been publishing this data for at least 5 or 6 years, 
probably longer.
