These days, they don't have to "forget".  Although ABC/Citadel pulled the
plug on nighttime IBOC, it's still legal for other stations to do it if
they want.

However, I don't see the point of WWWT (formerly WTOP) running IBOC at
night.  iBiquity did tests which showed that they would have a digital
coverage radius of only about 10 miles when running hybrid IBOC at night.
Even in analog, 1500's coverage of the DC metro is so poor that they
ultimately moved the WTOP format to FM.
