I would have expected 10 kW, or higher, also.

Too many owners, not enought time for engineering, I guess.

Kansas City (Radio Disney) jumped on it and got a very healthy increase, 
almost immediately.

Salem was going to try adding nights in Atlanta, but the proposal 
required a completely new array at WOWO, salvaging only two of the 
existing three 180 degree towers, while adding two new 180 degree towers, 
widely spaced and quite south of the present array, for otherwise Atlanta 
would have no chance of adding nights on 1190 at all.

Then there were adjacent-channel issuses in Atlanta.
