[BC] Question About Class D AM Stations

I have a question. I know the minimum required nowadays for new AM stations
is 250W Day and night, however some stations are Grandfathered in at lower
power.

WSMX is 140 Watts Daytime only, Non directional

WMJL is 175 Watts Daytime only, non directional.

Is it because their towers are taller then they need to be? I know to be 1/4
wave at 1500khz, the towers would be around 150 to 160 feet tall.  Im
guessing these stations are grandfathered situations or WAY taller then need
be.
