How do you loose control of content?  The licensee HAS to have final 
control; it's the law!  You can ALWAYS say, "inappropriate content" - 
and any agreement that says different is unenforceable, since it would 
be contrary to the governing body of law.

Even normally-programmed stations have this obligation - and right - to 
reject ANY content deemed "inappropriate".  Says so right here - 47CFR 
part 73, and 47 USC.
