[BC] Selecting among applicants

FCFS (First Come First Served) is the way it USED to be. I didn't think it
was all that bad. My second choice would be a lottery: Put the names in a
hat, and draw.
The most UNfair version is what we do now: Auction or bidding. This
guarantees that he with the most money wins. Also selfish on the part of
gov't, as they take the money.
