[BC] ANY word from FCC abt DST change?

IMPORTANT NOTE....Read the release VERY carefully if you do NOT have those 
additional times.

The FCC has not done ANYTHING with regards to non-PSRA and PSSA powers.  If 
you do not have PSRA or PSSA authorizations, you are to follow your 
licensed times according to standard time incorporating the offset for DST 
on those three days in Novmember (like every other DST month).
