[BC] DST change vs Daytimers

WFIF never had an October PSRA. The *Only* PSRA the station had was for 
April, after the clocks changed, to run 500 watts from 6:00 to 6:15am. That was it. 
Nothing in any other month of the year. 

The October sign-on is 7:00am. When the clocks changed, sign-on became 6:00 
(with an hour-earlier sign-off) for those few days until Nov 1'st, when it 
became 6:45.

With this new change, sign-on cannot happen until 7:45. That really stinks. 
Sure, it may only be a few days... but that's still enough to confuse the 
listeners! :(
