Many if not most utilities have already wrapped at least one of their high
tension wires with fiber-I'm talking about the ones in the transmission
corridors.

When replacing copper, put a few strands of fiber inside.

I remember reading[1] that that would increase the tensile strength
of the copper, reducing the chance that bad weather breaks the
electricity line and maybe saving them on maintenance.

For the "last mile", well last few hundred feet, they could
probably use some wifi technology.
