[BC] The FCC bends over...AGAIN

My local coop (very rural, and I'm their last customer!) is very 
actively in the Internet business.  It deployed 802.11 radio systems, 
dial-ups and had planned a big rollout of BPL.  But it took the sensible 
precaution of testing the hardware, has now scrapped the whole BPL 
project, and is swiftly pursuing fiber to the home, at which it will be 
eminently successful.  Fiber is cheap, it's the interface to the house 
that's expensive, but this will come down.

BPL is dead, well-deservedly.  And FCC?  They are so saddled with  
lawyers that it seems unlikely they will be able to respond to 
technological progress, becoming dangerous Luddites.
