What type of line is it, dial up or leased? If it is crosstalk as someone
else suggested perhaps a termination with better common mode noise rejection
would help. Cross talk is typically common to both sides of the line and can
perhaps be minimized by use of a good quality transformer. Active circuits
often tout good common mode rejection at 60 hertz but typically the common
mode rejection degrades with frequency. Hum rejection will be OK but higher
frequency signal will not be rejected as well. Transformers of good design
offer better common mode rejection at higher frequencies which will help
minimize broad band common mode noise.
