The way this was handled in Germany was to designate two Eureka-147
bands; one around 225 MHz for regional stations, and another in L-band
for local stations.

Most of the regional stations started out in former TV Channel 12,
which was split into 6 segments, and I think Bavaria is now using
Channel 11 for DAB as well.  The simulcast networks in this band
usually cover an entire state.

The L-band frequencies around 1.5 GHz, which have less range, are used
in urban areas for local stations.  There are usually between 3 to 7
simulcast COFDM 1 kW transmitters in each metro, with additional 20
watt gap fillers to cover the dead spots, tunnels, etc.
