Well, content won't be the ONLY determining factor.   The government
seems to care more about airing a legal ID every hour, "first local
service" to a community, maintaining a public file with a copy of The
Public and Broadcasting and the quarterly issues/program lists, and of
course, EAS.

Like many of you, I just finishing working on a pile of non-comm FM
applications.  In a lot of these cases, the winner will be chosen for
the best 307(b) exhibit (based on superior population and area
numbers) rather than content, local programming emphasis, or other
reasons people turn on their radio, but that's what the law requires.
 We may see some strange directional patterns -- meaning lots of work
for Shively, ERI, Jampro, Dielectric, etc.

I'm not sure how quickly the FCC will finish processing these
applications, but it should be interesting to watch what really
happens when all these stations go on the air.
