Political appointees being put in charge, instead of subject
matter experts. Since they are "good at politics", they are
easily influenced by the lobbyists, who are really good at
politics.
After the political appointee leaves his post, he gets to
make some real money in the private sector, often working
for one of the companies who hired lobbyists to influence
his policies previously.
I don't know if the FCC works this way too, but too many
public bodies in too many countries seem to work this way.
