[BC] DRM broadcasting to begin in USA

The FCC has just turned down an application for experimental DRM 
operation on 26 MHz. The reasoning was that all the tests that needed to 
be done have been done and no new information was needed. Some say it 
may have also had something to do with the quality of the application 
but it does indeed look like there is little interest at the FCC in DRM.
