Top item is a VHF radio or converter by NEMS/CLARK or one of its many spinoffs in the Silver Spring / Rockville, MD, area.. The thing below the Collins Rx looks a bit like a Globe Scout Xmtr, but I'm sure to be wrong. Something like a Heath DX-35 or DX-60?, but this is NOT a Heath. bob c.
