If they have a tuner in them, they're still "television receivers"
within the meaning of the law. They just don't have a "display device".
It's hardly inconceivable that a consumer could connect a DVD burner to
a modern "display device" that has no tuner, using the direct audio and
video connections, in which case the DVD burner *is* the tuner.
