Protected secondary service area might not be salable anymore, but it is 
still defended (or should be) as this substantially improves the 
interference-free primary service area of most Class As.

Protected primary service area (including protection from all +/- 10 kHz 
adjacent Class Bs, and from any +/- 10 Khz Class As which have changed 
their facilities recently, save for IBuzz "interference") is still what 
sells Class As.

If a Class A is losing its (normally) protected primary service area, on 
account of IBuzz from +/- 10 kHz adjacents, its rate card should be 
asjusted downward, and the "if sold" value of the station should also be 
adjusted downward.
