[BC] Nighttime AM HD Status

Here in Maryland, WBAL is getting clobbered by 1080 (WTIC/KRLD) and 1100 
(WTAM). If the skywave signals from the stations on 1080 and 110 is 
strong enough, it make listening to WBAL very annoying. According to 
V-Soft Communications' website, WBAL's signal here should be about 10 mV/M.
