I believe this only applies to consumer products. Commercial and industrial
products are exempt, I believe. This law also requires that a factory
service outlet be available in the state too.

With Silicon Valley and many manufacturers based in CA
how does this law affect proprietary devices? Does this to
Orban/CRL "black box" modules? EPROM coding? If I
buy a PC in CA am I entitled to Windows Vista souce
code? I wonder exactly what a buyer is entitled to?
