This link purports to provide sounds of GWEN.

I'm not sure it is correct because the LF transmitter, made by Westinghouse,
"the world's first all solid-state AM transmitter," is/was fully-capable of
AM, with a voice-grade frequency response and certainly voices are
much more readable in 'spherics than digital data.

The sounds provided, sound like 1200 baud RTTY, but
interrupted at one second intervals. If data were truly to be sent
in an emergency, it would be sent continuously, over and
over again so that receivers could extract it from the noise.

So, if this IS GWEN, it's an example of why it won't work!
