I agree you can do this on the $2 MAC but the cost to run the mac 
(powerwise) may offset the cheap cost :)

I would like to suggest our "Instreamer" for that ... it costs a bit more 
but exactly does what you want. It can
be set up to do silence detection on its 2 inputs (independently), you can 
set the level and the trigger time, 
and the Instreamer then can send an SNMP trap. You can even listen in to 
the station if you want by accessing
the web browser/stream URL.

And if you want a local relay or buzzer/speaker output, consider our 
Annuncicom ... you can even program 
it in BASIC like the good-old TRS-80 ! Still you can connect to the stream 
on it ...
If you are interested in doing that - 50% discount on the product (one 
device, limited to this project ;), so for
$200 you have a low-power, professional grade solution.
