Glen, 

Some of the successful small town stations in the midwest would surprise
you. I know a Class B FM with 1 kW day LP night operation in a town of
less than 10,000 that competes very well with a daily newspaper. It is
a county seat town, but the county population is less than 35,000. It
shows what can be done over a long time if managed by ownership that
preserves the egg laying capacity of the goose.
