There's nothing I see in the current version of the rules requiring any 
specific number of employees, per se. There's just the main studio rule, 
which requires, in addition to a studio capable of originating 
programming and having working EAS, the presence of a public file and of 
"significant managerial presence."

An absentee owner wouldn't count in that context. A one-person 
operation, if the operator has some sort of managerial role, would. In 
most cases I've seen, that one person is also the station owner (this 
goes as far back as Simon Geller at WVCA in Gloucester, MA in the late 
seventies and Peter Hunn's mom-and-pop WHRC in Port Henry, NY in the 
early eighties), but I don't see anything in the rules that contradicts 
what Paul's doing at WABV, either.
