Exactly.  It's about raising the nighttime noise floor on every frequency
impacted by an IBOC station.  The skywave still works.  That's the problem.

I don't think the issue is DX or a station's income from skywave 
coverage. It's skywave IBUZ hash coming into a local market from a 
distant one and wiping out the local.
