But in practice, at least in questions of whether or not a "main studio" 
qualifies as such, the Commission has also recognized, in so many words, 
that the management personnel need not be "chained to a desk" at that 
studio location, as long as they maintain their home base there and 
check in regularly.

If I were running a one-person station, and spent a fair amount of my 
time out on client calls (as you'd almost have to do in such a 
scenario), I'd certainly post a phone number on the door where I could 
be reached if I were out and the FCC dropped by - probably forward an 
office number to the cell or something like that.
