Frank,
With all respect, the comments in Docket 99-325 contain significant
submissions by engineers "on the ground" and consulting firms pointing to
problems on both the AM and FM side of the system. These are not casual
observations, but well reasoned positions based upon the comparison of
spectrum used by the iBiquity system with the existing AM and FM allocation
rules.
Frankly, I think much of the industry was asleep in the early portion of the
proceeding. For one, I ignored the early proceeding because I couldn't
conceive of the Commission signing off on a mode that increased
interference. I think many were taken off guard also. Look at the flood of
comments that were filed in response to the comment request for nighttime
operation. Even Clear Channel, one of the iBiquity investors expressed
concern about concept floated by iBiquity that interference would only occur
outside a station's NIF. Most station's usable nighttime signal extends
well beyond their NIF.
It does not take a degree in rocket science to see how this impacts AM and
FM operation. Livingston has produced thoughtfully reasoned arguments on
the impact of Superpower FM's running IBOC. Numerous comments were filed in
99-325 pointing out that the use of the emission mask to justify the digital
sidebands is a severe "bending" of the rules. (Good lawyer work, though.)
The AM mask was intended to deal with transient energy sampled over a 10
minute period. The IBOC digital within the mask is always on/off. Compare
the pictures from a spectrum analyzer and you have all the credible
information you need.

Well, at least I'm honest enough to admit the possibilities of it going
either way. Too bad that the nay-sayers won't admit to the same. If, as
you say, the nay-sayers see something that others don't see, it would
behoove them to provide concrete, comprehensive information that was
acquired via realworld field testing. As of yet, this has not occurred
from them. To date, their position is based upon casual observations, as
compared to researched testing that was gathered to support their claims.

If so, then why would the FCC give its approval? This from a governing
body that is very sensitive to interference.
