Yes, but it shouldn't be a big deal to change the allocation at the next
World Radio Congress, since the spectrum is already allocated for analog
broadcast in the rest of the world.  I should think it would be much more
difficult to approve IBUZ carriers in the 150 - 300 kHz region, however.
