I don't recall the authority of the FCC being given to iBuckuity. Is
Grand Rapids officially within the protected contour of WPNW? That's
not a determination for iBuckuity to make. Something seems seriously
wrong if interference is caused 30 KHz away.

I think it's squatter's rights. Since the FCC specifically assigns
frequencies I doubt anything like that would apply.

There are many stations that have listeners beyond their protected
contours. Some have enough to establish sales offices in those
cities. If an IBUZ station comes along and blots out your signal
outside your protected contour you pack your bags and go home.
