[BC] Frequency Measuring

Early in my career I had the pleasure of working with Claude. He did 
the  freq measurement while I was at WHSY AM/FM in Hattiesburg through 
about 1975. Ditto on the dial tone.  He would always talk about his 
"heathkit sig-in-all gen-ur-ator". Smart guy.....fun engineer.
